The Date Created fields contain values that are one hour late in respect of the values of the file system.

There's some ambiguity with regards to DST.

When deciding if you should adjust one hour for DST, you can look at if DST was in effect on that date, or you can look at if DST is in effect now.

I think Microsoft themselves uses varying behavior on this across different OS versions and APIs.

DST is in effect here in Germany.
So it is not evaluated.

I don't know if it is the responsibility of the OS or of the application.
Finder and PathFinder list the correct times, however.

The timezone rules and time library functions in *nix systems have and use historical data for DST calculations, so you should be able to have this work consistently on this platform.
