video acceleration doesn't function : is it a bug ?

Hello, i've noticed that if i enable

         "Red october HQ"  

the option

"Hardware accellerate video decoding when possible"

doesn't have any effect.

I need it because my pc is downclocked and downvolted (cmp religion ;D) , but my vga is good for madvr and dxva2. Can you solve this bug ?
