Doesn't that file work on RO Std with auto display switching and videoclock? Because if it does, I think you should just leave it at that and be done with it.

It doesn't play, or it doesn't play as smoothly as you'd expect?

I just checked your uploaded sample because I got curious. I got to say it looks crap. When I repeat the same few seconds that stutter, it always stutter exactly the same way each time. To me, this means the stutter is actually in the recording and not due to playback settings.

So I would say its in the file and it can't be fixed.

Also I just put back on the display switching but when finished playing the desktop is staying the same framerate ..

EG sets to 23 to play something and the desktop stays at 23 even though I set it to 60hz

Set it to 50 or 60, whichever is the highest your TV supports.

Are you on ROHQ or Standard?

The file works, and is a good sample that illustrates the problem well. If I had seen that sooner, it would have been a lot easier to diagnose.

Unfortunately, the problem is not what I had thought, and it seems to come down to someone having done the wrong thing when encoding it to a 640x360, 29fps video - I don't think it's fixable. (at least not easily)
I guess it was a 1080i59 source.
