For some reason when I play an .mp3 file WASAPI resamples to 24bit? 
All of my losless files resample properly to 16bit.

Why are my .mp3's being upsampled?

It is my understanding that lossy files don’t actually have a specified bit-depth and may decode to more than 16-bits.

Increasing bit-depth has no detrimental effect on audio playback and you should output the maximum that your device supports at all times.

I thought Bit-Perfect meant both input and output of audio match exactly?

For Lossless Formats, that is true.
However, lossy formats like MP3 don't have a bitdepth. The decoder in MC18 decodes them to 64-bit floating point, and then converts this to 24-bit because that is the highest your device can do, probably.

It doesn't really matter. A bitdepth increase will not change the sound (unless your DAC is having issues with the higher bitdepth)
