Folks,
Here's how I successfully setup a hotkey to create custom video thumbnails in Media Center 18:

1. Create a new folder under C:\Program Files\J River\Media Center 18\Data\ called "Custom Resources"
2. Copy Resource.xml from C:\Program Files\J River\Media Center 18\Data\Default Resources\ to the new folder.
    Note: these paths may be different depending on your versions of Windows and Media Center.

3. Use notepad to open the new Resource.xml file in the Custom Resources folder.
4. In notepad, navigate about 2/3 down and find the section called "<!-- Global shortcuts -->"
5. Add the line below (or your own hotkey combination) at the bottom of that section and save the file.

   <Entry Key="Ctrl;Shift;c" Command="10055" Param="0" Global="1"/>

6. Close and restart Media Center.
7. Play a video of your choice, navigate to the scene to be captured as the thumbnail and press your
    hotkey combination.  When you close the video, the new thumbnail should be displayed.

Took me a while to find this info.  Hope it saves someone else the time and effort.
