Shut down all copies of Media Server that may be running. Make sure no other version of MC is running when you install.
Reboot and reinstall MC19.0.32. What happens when you try to run it?
Do the same for MC18.0.212 if that doesn't work.
Did as above. No copies of Mediaserver or Mediacenter were running. Below is the info from the windows event log:
