Convert 24/192 file to 16/44 file?

I have a friend who needs to convert 24/192 file to 16/44 file (donīt know why).
Is this possible to do and if so, how?

The converter (Library Tools > Convert Format) supports sample rate switching (and even convolution!).

However, there's not currently a way to specify the output bitdepth in the UI.  Since the framework supports outputting at any bitdepth, we'll change this next build (available later this week):

NEW: Convert Format allows optionally specifying an audio output bitdepth.

Will dither be applied when the conversion changes the bitdepth?

Dither is applied to all integer bitdepth down conversions, just like for playback.  A little more here:
