need help with A/V sync correction

In MC there are two inputs for A/V sync correction.
One is '24Hz Display' the other is '50, 60 120 Hz Display'
I entered a value for the '50, 60 120 Hz Display' because that's what my TV is.

I'm not sure about '24Hz Display' though.
Is the 24Hz value for videos that are 24fps or for screens that are 24Hz?
Is it typical to need a value here?

It appears the 24Hz Display correction is for video files set to play at 23Hz and 24Hz.
The 50, 60 120 Hz Display correction is for video files set to play at 50, 59, 60 Hz.
