Why volume leveling does not work with dad files?

It will work if you play as PCM or play using real-time DSD.

If you instead bitstream, you're intentionally disabling any audio handling in the program.  Bitstreaming, by definition, means the program just sees a stream of bits and can't change them.

What about when we can. I would like JR to consider a boost unto +10.0 as an option for low volume adjusted songs. iTunes & iVolume "partners in crime" have messed up my library. +20000+. Adjusted Volumes levels are unrealistic...

You might try the new R128-based volume leveling in MC19.

Can I Re analyse all my files even if I already do it?

No problem, just uncheck the box "Skip analyzed files" in the Library Tools / Analyse audio dialog.
