Peak levels for lossy versus lossless files

I have a couple of questions regarding peak levels for lossy versus lossless files.

1. When I use "Analyze audio" on a lossy file, "Analyze audio" often reports higher peak levels than for the lossless original. Why?

2. On m4a files I have purchased through iTunes, the reported peak levels are often way above 100%. I recently saw a track with peak level 203%. (However, the replay gain value was lower than for other files on the same album with lower peak levels.) What does this mean?
