netflix authorization window is empty

I just tried to setup access to my netflix account in jriver v19.0.108

The authorization window under Tools > Services > manage netflix account is empty. It has no data entry fields, buttons or anything.


Update...
It just timed out eventually.  I got this error message.

There was a problem loading the webpage
http://Https://api-user.netflix.com/oauth/login? Application_name=j.+riv....

Error code -118

Is there a known fix for this?
