FYI: Usually giving all Users full control over the Program Files directories is a bad idea.
However, the error message is for the inability to overwrite this file
D:\Program Files (x86)\J River\Media Center 19\Media Center 19.exe
And your screenshot of the Properties page is for:
D:\Program Files (x86)\J River\
So, it is possible that the permissions on \Media Center 19\, or that permissions for the actual Media Center 19.exe file itself (assuming one already exists in that directory), are incorrect (or broken). Unless you've explicitly overridden it and "pushed" the permissions down the directory tree, subdirectories can have explicit permissions beyond those defined at a parent level.
In other words, your screenshot of the Windows Permissions dialog is of the wrong item.
But, if you're just trying to reinstall, I'd just find the existing:
D:\Program Files (x86)\J River\Media Center 19\
Directory and delete the whole thing.
