Cannot get Gizmo to connect

I was using JRiver 19 on a Laptop Win 8.1 and Gizmo on a Galaxy Note 3. Worked fine.

The computer needed to be refreshed because of USB issues.
I re installed JRiver and set it up
Turned on Media server and have the Access Key.
I installed Gizmo on my phone and tried entering the key 100"s of time it just won't connect. (Please check if key is correct and server is working)

The phone and laptop are connected to the same Wifi network.
I've turned off firewall and NO anti virus installed.

I have no idea why both app and software will not link up.

Does any one have any suggestions?

Make sure wireless is turned on.

The Access Key server is up.

Double check that the Access Key is correct.

On the server, there is a test function under Media Network.

The wifi is up (Already Mentioned)

How do you check if the access key server is up? Use media network is checked and Access key is visible. I've reset it a few times and have used different keys same issue.

What kind of message am I looking for when I use the test server option?

This is what I get The key is the same
This library sever is not accessible from the internet configure routers port forwarding to 52199. Any idea how to do this? Or is this the problem??

Typo?  It's case sensitive.

I know the server is up because I'm using it without any trouble.

If you're on your local network, you don't need to do anything with your router.
