Is there a way to use MC to send video output to a Chromecast device? Or is this something that might be considered for support later?

You can use Gizmo on an Android phone/tablet to send video to your ChromeCast device. Sending it directly from MC is sadly not possible due to restrictions from Google.

Could you create a blank webpage with the video imbedded to allow the Chromecast plugin to be activated?
