Problems Installing!! help!!! (fatal error message)

Hello, I'm asking for help for a client. He's tried installing versions 20, 19, and 18 and all fail with the same error. It says "Failed to load file associations file. This is a fatal error so the program must close. He is a registered user.  Any suggestions on what he can do? Thanks!!!
