MC20 has crashed and can't unistall

HTPC running Win 8.1
MC 20 crashed so I tried to uninstall and reinstall.   Won't uninstall using Control Panel.   Nothing happens when I try to uninstall.    Also could not uninstall using MC20 uninstall option.   Tried to download and install again and failed. Have rebooted multiple times in the process.   

See error messages in attachments.   

Any suggestions?

Reboot.

Then reinstall.  You do not need to first uninstall before reinstalling.
