Master License MC21: mjr not working on PC nor Mac

some time ago I purchase a masterlicens upgrade for MC21. Now I wanted it to install on Mac and on PC as MC21 versions of both are ready.
I do, like always, first the installation of the .exe on PC and .dmg on Mac.
Then I close MC21 and doubleclick on the *.mjr file. It runs, opens MC21 an it looks as the license would be installed (I can verify in the menue "Help/Registration Info".
I cannot open the *.mjr file in the /help/Install icense menue
If I close MC21 and reopen it, the license is not anymore there, it falls back to trial.
Mac
On Mac: the *.mjr did never work, copying the activation code worked, however it alsways generates a *.mjr file of no use!
How is the right way to do registration?

You may have a problem with MC20 installing the MC21 license, and not MC21. Run MC21 and install the license there if you can.
Please include the full version you're using.

its MC21 "Media Center 21.0.4" if I check under "Help, About Media Center"
Operating System is Win 8.1 on that machine.
Strange, if I run the mjr-file, it says the license is in.
If I restart, Win8.1 comes up with a pop up saying "do you want the program making changes to your computer",MC21 starts but then no license is in.
Somehow the license gets not stored.
On another machine I have Win7, not yet tried to install.
As it JRiver sends all the time again a mjr-file (its the third one today) I am fearing to have used all the key, yet no working installation...

one thing more:
before installing MC21, I just installed today on the same machine MC 20.0.132 (the newest version of MC20).
That version runs, and the license is in.

Launch MC21 and approve the UAC prompt. Leave it running (just mimimize it or something).
Now, go to Windows Explorer and find your MJR file. Double-click it. If Windows asks you what application to open it with, choose Package Installer. It needs to load with the Package Installer for MC21. It is running with the Package Installer for MC20 instead (which is why that one is licensed fine).
That should work. If it doesn't, then right-click on the MJR instead and choose Open With. Browse and locate the Package Installer for MC21, which is located here on Windows (and inside the Media Center 21.app bundle on Mac): C:\Program Files (x86)\J River\Media Center 21\Package Installer.exe
