When using MC16, I managed to get LAV CUVID up and running using RO HQ. (see this thread (http://yabb.jriver.com/interact/index.php?topic=65169.msg438136#msg438136)). Basically, this was solved by updating the graphics card drivers to a sufficiently high CUDA standard.
After upgrading to MC17, I'm seeing a similar behavior to that of MC16 before I upgraded the drivers.
Ion driver version: 275.33, NVIDIA CUDA 4.0.1 driver

Ok, it seems to be selected correctly in the graph I attached.
But why is video playing in slowmo, just like it used to do before LAV CUVID?

You might try this suggestion:
My Intel HTPC died yesterday (temporary, due to failed SSD). I replaced it for the time being with my ION PC. I wanted to use LAV CUVID to get the CUDA acceleration, so I had to go with RO HQ. However, that was a little too much for a high bit-rate 1080p video, so I had to use HQ with additional filters - replacing MadVR with EVR. This worked like a charm, and I would recommend it if you continue to have periodic speed issues.

Sorry, basically "operator trouble". I doublechecked my MC 16 settings and there I used RO Std. It now works as it used to.
It seems as if the settings weren't preserved during upgrade...
