Volume level reduced after upsampling conversion

I notice that when I use JRiver to convert the red book CD audio files to higher sampling and bit rate,
the playback volume seems to reduce quite a bit.  I had to turn on the preamp volume control
higher in order to achieve the same loudness level.
Is there an option in JRiver that can adjust the volume level when converting an audio file?

I am new to JRiver.  How would I turn on "volume leveling"?  Is that an option?

Volume levelling is found in the DSP Studio settings. It shouldn't be on for file conversion unless you want to deliberately change volume levels, for example if sending files to a handheld device which can't level off the volume on a playlist of files.
