It does not resume incomplete downloads. If an imcomplete download is resumed it shows "Partial Content" as the error message and passes to the next file. After deleting the incomplete file and resuming the download it shows an error of not being able to find the incomplete file. Only after resuming again does it actually start the download - from the beginning.
I am sure it worked correctly in 9.0 and before. But I cannot say at what point it stopped working.
I like using the MC Download Manager because it imports the downloads automatically. And with e-Music doing away with their download manager in the future this is a big plus.
