Is pre-build thumbnails still necessary on pi

when getting music from a library server rather than a NAS or local drive? I have the process running now, I'm just curious if it is a duplicated effort?

Yes, it's still recommended as the thumbnails are all stored locally, and the pi still needs to generate them from the library server.

I don't even see where this resides/is enabled. Where do I pre-build thumbnails on IdPi?

It's in the options.  There is a search window at the bottom.
