best format for playlists

i am looking at exporting all my playlists as i think i need to do a re install of windows, but in the past when ive exported the playlist in M3U format,when ive put them back into the media player not all the tracks are correct and sometimes totally different song,is there a format or a way i can export and import exactly what ive put on the playlist,thanks in advance

Backup your library.  That includes playlists. 

Make sure your media is in the same location after you install  Windows.

You should just backup your library and restore it after the reinstall.  That way you'll preserve everything, including your settings.

I would take the precaution of sending the library backup to a folder not on the C: drive, so you know it will be there after the windows install.
