If I use "[Date Imported]=<=40320" (without quotes) why is it that when I enter tagging mode, the only tagging options available are the the ones in the current list, not the entire library?

Have I caught a bug?

That is a bug.

All fields should be shown under ---other--- just like rating.

It's "all files imported in the last 28 days". Sometimes I either don't have the time, or am too lazy to get all the work done on files after importing them, so I made my own "Recently Imported" viewscheme group. The parent is up to 24 hours with children of up to 7 days and 28 days. It has panes for my most commonly worked on fields and is great for getting the job done.

Well, not at the moment it's not, coz it's broken, but when it's fixed, it will be great again :)

that scheme does work well, I use similar as well as ones which show which of those files have not been played yet  

regardless, the date your bug shows is much more interesting than mine which are showing 1899,
