How do you install a plugin?

I have looked everywhere trying to find how to do this.

And before you ask, I used google. Nothing shows up on how to install a plugin.

Any from here. I'm trying track info plugins for example. What do I do with the file? Why is it that I can't find info on what to do with the file anywhere I look?

The download is an mjp file.  MC should be able to execute it.  Try double clicking on it in Explorer.
