Volume control on app doesn't output unless at 100%

If I turn the volume bar on left top of media center to anything but 100% there is noise but no music.
It also changes the bitrate downward from dop 352.8/64 on my PSAudio DirectStream DAC; source file is dsf 5644 Bitrate from Acoustic Sounds.

The volume keys on 2015 MBP do the same thing.

Try setting MC's volume to Internal.
