Red October HQ and madVR settings

if i select best quality where do i see what madvr has set?

In the normal madVR Settings Dialogue.

All selecting one of the MC Quality Settings does is apply a predefined "template" of madVR settings.

Make detailed notes of your current settings before changing them. Although I guess you have already changed them from your original settings.
