When I click on version 21 for Windows on the old versions page of the wiki. It does not download. Other versions download instantly. Clicking on 21 takes me to to a forum page with this link Media Center 21.0.90 for Windows -- Available here. I click on the link and it takes me to the same forum page. It's a viscous circle that get me nowhere.

This is probably because you're using a browser like Chrome or Edge which only accepts HTTPS links for downloads now, which the link in the MC21 release topic of the final build is a http:// link. I went ahead and fixed it. I'll go through the release topics of all the final builds of each MC version and edit the links to HTTPS.

EDIT: All of the other links for old Media Center versions should be fixed now and should download in modern web browsers that require HTTPS for downloads like Chrome and Edge.
