Using Panel or any other web app to play through USB on JRiver server [Solved]

I'm not able to use Panel on the JRiver server, or any other web app (Youtube Music, radio station website) to play through my USB connected system. I have scoured the internet and found this is a common problem. Some site said Firefox works, but it doesn't. Does anyone have a solution to play web audio through USB?

Windows laptop with USB out to DAC into integrated amp, out to speakers. Windows shows the DAC as it's dedicated source in the sound settings.

Out of the blue, this problem disappeared. I had to shut down my system because of an electrical storm/power outage and now it's working.  ::)
