alright guys...
I was so close, in fact i had the win 7 disc in my machine rebooted and was going to start over and then i cringed realizing i have TONS of programs and Settings i'd have to reset, and a business to run and all my machines rely on this machine to stay up to run our printers. so i thought more tests are needed in hopes we all can figure out what the heck is going on.
I been running tests all day again.
So i uninstalled avast virus, and i disabled ALL Items in msconfig startup and Services (EXCEPT Hide All Microsoft Services - those i did not touch)
That List Is Below... Now before i disabled all of these, and before uninstalling avast i went to safe mode, and tried to restore libraries and all of them restored as they should In My DEFAULT ACCOUNT - They also retored fine on the TEST User Account we made!
My services and startup list i disabled that have made no change(meaning jriver still locks up as seen in pics below even though all of these are not running)

As you can see i only gave screenshot of services that were running. if you guys need screenshots on the ones that are stopped after reboot i can capture those as well.
As far as me going any further. i'm hesitant because i'm getting into shaky ground in regards to knowledge on the win 7 os itself. so i dont want to start killing win 7 services without some advice from you guys.
Hope we can get this figured out?!
Thanks again, and i will leave all services\startup items disabled until/if we get this going and will check emails via the web(not turn on outlook) just to make sure we don't add more items to the problem.
Also please note i am running barebones now meaning no antivirus, adaware etc.. so again im pretty much in limbo until i turn these services back on, but i should be ok if the only place i goto is hotmail to check for email updates... i hope!
