Error with MP3 encoder registration

I am running Media Jukebox 14 on a Windows 7 64 bit edition machine.  When I try to restore  the MP3 encoder license from the file I get the following error;

 "Error restoring MB3 Encoder license, Unkown error"

The license file was just downloaded from JRiver.

Could this be related to the fact that the folder C:\Program Files (x86) is read only?
