Can the host address be the internet IP ?

It's asking for Host Address and Port number, must it be a local IP or can it be internet IP

It can be any address.

Depends on your router at home.

For most cheap consumer routers, you'll need to use the LAN address inside your network, and your WAN (Internet) address outside your network.

Or, if you use the JRiver "key" thing, it should resolve that properly for you.
