Another Hardware "up to the task" inquiry

I have been on the AVSForum trying to figure out why I am having some smooth video issues and what looks like interlacing around the edges of objects in motion on the screen.  Seems the higher the contrast of colors/faster the movement the more i see of the horizontally chopped up part of the video.  it also seems to mostly happen on live tv and not on every channel/show.  I tried to get a screen capture vid clip but the software did not do a very good job. I bring this up here because I am currently using an HTPC with AMD A10-6800K (w/ the on CPU Radeon HD 8670D) and until now have had no one say anything about the hardware might be the limiting factor for my video issues.

ASRock FM2A85X Extreme 6
AMD A10-6800K (w/ the on CPU Radeon HD 8670D)
8 GB G.Skill DDR2100
Kingston SSD for OS (Windows 7)
WD Black 2TB for media

Do I need to get a dedicated GPU to expect smooth, high quality playback for all types of media?  live TV seems to be the worst right now. :'(

Update: I have compared RO default and RO HQ and there is a noticeable difference.  RO HQ has more problems/judder/etc. but RO default is not perfect and I have far from a trained eye for spotting video imperfections.

If anyone thinks a dedicated GPU would be helpful, which do you recommend for flawless 1080i/p video no matter the source?  I have no desire to go 4K at this time.  I built my HTPC just under budget and then went a bit over budget with a roof mounted antenna (that I did not plan on buying), so best bang-for-the-buck could be useful, too.   I guess it should be noted that the PSU is not huge, at 450w, but it is a quality unit.  So keep that in mind and advise if you think a larger power supply would be necessary for a specific dedicated graphics card recommendation.

I read in another topic that MadVR doesn't support Radeon well for the moment,
but that this would be sorted in a few weeks, with an update of mc19.

Interesting.   I would be inclined to wait if that is the case.   Do you remember what thread you read that in?   I would like to follow that so I can try the update asap.

Yeah, Hendrik figured out that AMD GPU Hardware Acceleration isn't working.

I haven't noticed, but my CPU is strong enough to handle it in software.
