Installer trying to connect to the internet?

For the last few versions, it seems that the installer is trying to connect to the internet.
As it's happening from a temporary directory, my firewall sees these as unique applications each time it runs, so it's filling up the blocked applications list every time I update.
 
Is there a reason for this change?

I don't know what it was requesting, just that it's trying to connect to 216.14.187.162
I use Windows 8 Firewall Control, which is just an add-on for the built in Windows Firewall that blocks access by default, and displays a permissions window whenever an application tries to make a connection.
 
Because the installer is different every time, it sees it as a new application trying to open a connection.
It's not causing any problems per-se, it's just an annoyance, and it only started happening a few versions back.

This is quite unexpected.  I just ran Fiddler, which is a tool to show connections, and there were no connections when doing an install.  You could install Fiddler (fiddlertool.com) and report what URL is being requested.

Yes, it's nothing to be concerned about, it's just that it only started happening in the last few builds and I wondered if there was a reason for it.

Strange - it isn't reporting anything for the Media Center installer.

I updated to the latest version today and nothing popped up in the firewall.
So if Fiddler didn't see anything, and it's not supposed to be making a connection, I have to assume it was an error in Win8FirewallControl. ?
