Edit mouse over text/label highlighting color in standard skin

In the purity skin i noticed that the mouse over highlight color is black so when i hover over field labels or text in a field (ie, editing tags), i cannot read the text.

I looked at the skinning tutorial but it does not describe text nor do any of the files in the purity skin folder.
