WMV is not a very nice format, did you try changing it to something more sane, like MPEG2-TS or H264-TS? Unfortunately I don't know which formats the XBox supports.
If it can play those, you get better quality and better seeking support on our end.
Below are the declared supported Video formats for Xbox One. So, as Hendrik says, any of the MPEG TS or H264 (aka AVC) TS formats should work..
