Media Network PROBLEM

I enabled MEDIA NETWORK to play music from NAS. It worked well untill a week ago. Media network became not available. I've tried to reconfigure MEDIA NETWORK many times. It only shows "Library Server Could not be registered with JRiver. You need a connectino to the internet and it can not block outgoing http connections from Media Center" 
When I start to run the jriver, the homepage shows no connections. It showed jriver's website when MEDIA NETWORK working.
My network is ok. And there is no firewall BLOCKING.

Your Internet connection for MC is being blocked.  Probably the firewall, possibly another "security" program.

I have closed firewall . it still shows above message.

Are you running Windows 10? Then you are using Windows Defender Firewall. It is never turned off or closed.

So you think Windows Defender is turned off? Wrong!

  Playing video out to a Sony 65" TV connected via HDMI, playing digital audio out via motherboard sound card, PCIe TV tuner
