POE Problem with new RPi HAT

There is a new HAT (add-on board) for the Raspberry Pi3 Model B+ that allows the Pi to uses POE (Power Over Ethernet) to provide power for the Pi, but it has caused problems with some USB devices (drives, etc.) because the power fluctuates too much.

I've got a Pi2Designs 502DAC on top of one of my IdPis with power supplied to the Pi underneath via the HAT Shield.

The general concept can work if the implementation is done in a competent way.
