Whoa, let's back up a bit.
As Jim suggested earlier, on your laptop have MC running, check Media Network is turned on, Authentication is turned on with a Username and Password set up for Authentication, and "Read-only Authentication" is Disabled. Note also that the "TCP Port" is set to 52199, and "Enable SSL" is unchecked. See the first image.
Then on the laptop, open a browser and go to
https://jriver.com/panel.html, then enter your Access Key and
select your Location as "Inside my network", then click "connect". See the second image.
Note: You may see a popup window asking for a Username and Password, and also Username and Password request in the page that URL goes to. Enter the same Username and Password into both. Whether you see both depends on your security settings in the browser, I believe. In future you should only have to enter the Username and Password into the page itself, or not at all.
The location field defaults to "Outside my network" the first time you open that page, and if you left it at that setting, that would explain the "can't reach this page message", assuming you had Media Network turned on. If Media Network was still turned off, then naturally that page would be unreachable, as the page opens a connection to MC via Media Network on your laptop.
Unless you meant that the
https://jriver.com/panel.html page was unreachable, in which case you must not have internet access. You need internet access to use the JRiver Access Key connection method.
Let us know if your laptop does not have internet access, as that can be worked around as well.
An alternate way to connect to Panel on your laptop would be to use the URL in a Browser:

https://wiki.jriver.com/index.php/PanelIf the above works, then go to your iPad, open a Browser, and connect using the same method.
If Panel works on the iPad, then JRemote should also connect. If it doesn't, and the iPad has internet access and you use the Access Key method, then you must have entered the Access Key incorrectly. If the iPad doesn't have internet access, then use the IP Address of the laptop to connect in JRemote.
