Well, I followed the steps in the link you provided. There is no "virus & threat protection settings" in the settings windows and both Windows firewall and defender are off. I am using Norton 360 and it appears as such there.

I'm also using Norton 360, and it generally handles security issues better than Defender. So maybe there is some other issue.
Scan the installation file in Norton, then check File Insight, and if it hasn't been given a status of Trusted, trust it manually and try again.
If it still doesn't work:
Reboot the PC and try again.
You don't use any other security software? Malwarebytes or something?
PS: Windows Defender does still run even when using Norton 360. It runs at boot time before Norton starts, and if you haven't turned it off the "App & Browser control" function still runs. That is similar functionality to Norton's File Insight, and can run in parallel.

I am only using Norton. I had already used File Insight, it is ok. Saint reboot did not work a miracle. I turned it off app & control to no avail.
My kingdom for an error message.

This has been reported previously, although I can't find the threads. I'm pretty sure security software was the most common issue though.
Did you try disabling Norton Auto-protect for the installation? I'm sure you did, but I have to ask.
You aren't trying to install the 64bit version into a 32bit version of Windows?
This is the first installation of MC27 for you, isn't it? If yes, try installing MC27.0.10 first, then install MC27.0.34 over the top of it.
Oh, the other possibility is a bad download. That has happened before. So re-download, or just download and install MC27.0.10 as above, then update to MC27.0.34.
If all that fails, is there anything in Windows Event Viewer?

The same response (or lack of response) happens when I tried to do everything you listed. It extracts (after suspiciously stalling for some time in 34%) but concludes. The Windows security answer pops up. I answer yes and then nothing happens. Silence, electronic crickets.
I did not see anything suspicious in the Event Viewer, but I am not an expert.
