I’m on the most recent version…. 28.73. Certain Video i downloaded will stutter every 10 seconds of so consistently. Audio is fine. It’sa foreign language video but i often play these with no problems. Happens rarely but when it does it’s unwatchable. The stuttering  does not occur in the same  spots. Will always be different if i rewind and play again. I don’t even know what to check!

That can be a bandwidth problem.  Try rebooting everything, including the network.

Thanks for replying. I did reboot the pC and it helped a lot. It still did it 2-3 times in the next hour. I'll keep an eye on it over the next few days.
