does the latest version of MC no longer work with windows 7?

Windows 8.1's extended support by Microsoft ends in about 7 months, and there won't be anymore security updates after that. It might be time to start thinking about your next move if you're still running Windows 8.1. Both Windows 7 and Windows 8.1 *should* still be eligible for free updates to Windows 10.

Pretty much everything works. But, since Microsoft no longer supports or updates it, J River does not guarantee that everything will work and will not make changes to MC because of issues with W7.  I still use W7 on one machine, since I have a function of it that I have trouble running on W10.

I understand the Jrivers reason for not recommending win7, but if there is no code in MC29 that is specific to windows versions beyond win7, then it should work. I guess I can upgrade, and if there's problems just go back to MC25 which works just fine with my "old" windows.

I cannot guarantee that there is no code specific to Windows 8 or 10. I do remember reading that some functions (maybe in TV)  perhaps not working, but the standard things work.  You have a 30 day trial to test V29 out.

Even if it did work, if you decide to try it and you encounter any issues, you're going to be on your own.

I personally wouldn't recommend it. In fact I'd recommend ditching Windows 7 and replacing it as soon as possible, but to each their own.
