Transcoding

Is there a feature for transcoding similar to plex?  If so, how do I implement it?

It does not go into depth about how, when and why to use various options.  For example, in plex, the server figures out the best audio/video stream to send the client.  It seems that in jriver, i have to preset the server up for every case individually and pic the configuration that i want to use.  Is that true or is there an option where the server figures out the max audio/video quality to transcode to?
