Tool Tips (TTs) for Custom Toolbar buttons:  Use Customize Toolbar... to add Clock button amongst other MC Custom Toolbar buttons.  Pass mouse over Clock and directly onto other buttons, then their TTs do not show.  If mouse passes directly from upper Content Panel (sometimes necessary to click there) to other buttons, or directly between other buttons (avoiding the Clock), then TTs pop up normally.

Same failure to show TTs when mouse passes from uppermost left corner menu area directly onto Custom Toolbar buttons:  No TTs until mouse is clicked in upper Content Panel and then moves onto Custom Toolbar buttons.

No catastrophe, but this flaky behavior degrades quality of the UI experience.

Change Request: When TTs are turned on they should appear independently of the mouse path (including when adjacent region does not have a tooltip).

Actually, my OP "flaky behavior" seems to be more about variable delay times until the TT pops up:

• When moving mouse from below onto a Custom Toolbar button, the TT effectively appears immediately (< 1 second delay).   Very helpful rapid feedback as is.
• When moving mouse from upper left menu area (or passing over the Clock button), the Custom Toolbar TT usually appears after about a 3 second "long" delay.
• When moving mouse slowly between Custom Toolbar buttons, some exhibit rapid response and some the "long" response.
• The "long" delay also applies to TTs for the upper left fly-down menu buttons.

So the confusion (or is it an inconsistent undocumented feature?) really arises because of the variable delay times.  If the 3 second "long" delays could be reduced to 1-2 seconds, and applied consistently, I'd be OK with the variable delay action (which mitigates excessive flashing TTs).

Request:  Retain immediate response from below (first case).  Apply long delays consistently for other mouse paths.  Consider making the long delay time settable, next to Options > Tree & View > List > Show tooltips.

Note: I've now positioned the Clock button rightmost, which helps some.
