Skipping frames on my second monitor (Sony 4k 65' TV)

JRiver Media Centre 30, Windows 10/11 makes no difference, 12 GEN Intel Core i7 12700 (but also 13th and 14th - makes no difference)

I have this issue for a while now (5-6 years) and it also affected previous versions.
I have to manually change refresh rate in Windows Display settings depending on the source of the video. So for example if I am watching a typical cinema material I have to change it to 23,98 refresh rate.
When watching TV material then it might be 25, or  29.97, or 30 - I have to try and see whether it will be eating frames.
It only happens on the secondary display (in Windows) - 4k 65' Sony TV. If I run it on my monitor it works fine regardless of monitors refresh rate 60 or 144 or whatever.
This is annoying obviously and happens only with JRiver. Other apps like Splash are adjusting refresh rate automatically.
Recently it got worse, for example now for cinematic source I had to try 23.98, 24 or most recently even 25 Hz to make it smooth and fluid.
Any idea why is this happening, and why the application cannot adjust itself to the source like all others do?
