no but it may, there is no guarentee but it helps find errors and posable corrupt or short files.
as i said another indication is that the id3v1 tag is missing, this is not a guarantee but it may help point to a short file.
Helium is better at finding errors than MP3\Utility is, but both will find errors the other will not. I use both no matter where it came from e-music, other download, or even ripped from my cd's

there is no sure way to find if a file is short, if a file has x-ing headers it is possable also to see if the x-ing length matchs up with the true file length. if not then it is possable that the file has been cut off.
