Webplay Problem on a Internet-Blocked PC (and how to solve)

On a newly installed & internet blocked PC, Webplay failed - Browser can be used to browse the Library, but when clicking the Play link, Windows Media Player is launched but stays at "Connecting" and fail to start playing.

It's found the lame.exe is missing in the C:\Users\UserName\AppData\Roaming\J River\Media Center 15\Plugins\mp3_encoder folder. Also, in MC15's Options -> Encoding page, mp3 encoder can't be selected.

To solve the problem, I tried to enable Internet for the PC and re-try WebPlay, and Bingo, it succeeds! And lame.exe is found downloaded at above location and mp3 encoder can be selected.

I guess to enable WebPlay, lame.exe needs to be present and if it's not, MC would try to download from Internet. And if it failed to do so, WebPlay would fail?

Playing an MP3 on the server should do the same.
