Is MC17 downscaling covert art to 400x400 pixels?

Is MC17 always downscaling cover art to 400x400 pixels?

If so, is there any chance that this will be changed to a (much) larger size?

No.  It won't downscale art.  Try right clicking a track and using Cover Art/Get from Internet to see what it has available.

There are problems with WMP and Windows Home Server replacing cover art.  See the "Weird Problems" thread in my signature or try a Google search.

I did, and you're right. I could replace cover art by 600x600 samples.
