Within Media center, is there a way for me to "read" previously burned or copied cd's to determine their encoding quality? I have a stack of cd's from a friend who believes he "copied" them from an original cd. I only want to import "original quality" cds...

I have tried playing as well as importing highly compressed cd's along with original cd's. I get the same 16/44 data either way...which I know isn't the case.

No way that I know of within JRiver Media Center.  There are third-party tools that can help.  But they aren't foolproof and can give false positives and false negatives.

Traders Little Helper has a tool that can check if a file is from an MP3 source or lossless source.  Not foolproof.
CUETools and CUERipper can be used to check if a CDR or rip matches the CD.
Spectro can be used to check for lossy source.  Not foolproof.
There's an older tool called Audiochecker that is no longer available.  It can check for lossy source.  You can probably find it somewhere archived.

You could use a tool like EAC and the AccurateRip plugin to reference their database of ripped CD checksums to compare results.
