Anti-repeat time reverts back to automatic on restart

I use a harmony remote through a USB-UIRT.  Under the remote control options I need to set the anti-repeat time to 25ms so I can hold the buttons on the remote to scroll through stuff in theater view.  When Media Center is restarted though the anti-repeat time resets back to automatic.  I don't remember the early builds of 19 having this problem, and I think it started 2 or 3 months ago.  It's minor annoyance, but hopefully it's something that can be easily fixed.
