I just tried to setup access to my netflix account in jriver v19.0.108
The authorization window under Tools > Services > manage netflix account timed out eventually. I got this error message.
There was a problem loading the webpage
http://Https://api-user.netflix.com/oauth/login?
Application_name=j.+riv....
Error code -118

Can you log in with a browser?
Are you in the U.S.? It may not work anywhere else.

I'm in Australia.
I use a dns masking service (unotelly) to make it appear as if I'm in the usa.
My ip address had changed, so I just needed to refresh my static ip address and then it worked, both in my browesr, and via jriver.
